Permit holder is the controlling count

Virginia lists ten approved permit holders separately from suppliers, vendors and testing laboratories. Atlas retains 11 relationship records, including the historical PlayLive record under a commercial hold. A supplier approval is not an additional operator permit.

Entity-to-brand matching

The current regulator list states a DBA for FanDuel and DraftKings, while several rows name only the permit-holding entity. Colonial Downs remains an entity-level match. PlayLive is absent from the list retrieved on 24 October 2026; its historical record is retained without a new positive licence finding.

Renewal status matters

Renewal applications are due at least 60 days before expiry. Virginia Lottery says a permit terminates if a complete renewal is not submitted by the deadline, so an older approval should be checked against the current live list.

Current wager-catalog boundary

The event list was current to 17 August 2026. Virginia prohibits youth-sports wagers, college player props, bets on Virginia college teams, injury or officiating props, subjective awards and professional drafts.

Fantasy regulator transition

Key date: 1 Jul 2026

From 1 July 2026, VDACS no longer administers the Fantasy Contests Act. Its current notice permits qualifying prior registrants to continue until Virginia Lottery regulations and an operator permit decision. The linked register remains dated 30 June 2026 and includes DraftKings and FanDuel. Current Code Chapter 42 separately defines fantasy contests, excludes operator-versus-player contests and requires player age verification at 21. No individual post-transition permit decision is established here.

Sportsbook age and location

Code §§ 58.1-4034 and 58.1-4040 require sports bettors to be physically in Virginia and prohibit accepting sports bets from anyone under 21. A sportsbook permit covers the statutory sports-betting scope, separately from casino, poker and fantasy permissions.

Remote casino and poker boundary

Code § 58.1-4100 includes poker within casino gaming. Section 58.1-4126 prohibits casino operation without the required licence or outside the statutory manner, and §§ 58.1-4132-4140 limit mobile casino gaming to patrons physically on licensed casino premises. General off-premises online casino and poker are prohibited; the licensed on-premises exception remains separate.

PlayLive historical closure and current absence

The 30 October 2024 Lottery Board minutes identify PlayLive Virginia LLC as Superbook, record closure on 19 July 2024 and say it may explore another supplier. PlayLive is absent from the complete current permit-holder list retrieved on 24 October 2026. Atlas keeps the prior relationship clock and commercial hold; absence alone does not establish revocation or its date.
