Current authority and law

The Gambling Control Act 2025 established the Gambling Regulatory Authority of Kenya and transferred the former BCLB’s rights, duties, assets and liabilities to the new authority.

Online licence types

A person offering online gambling in Kenya must apply to the Authority for an online bookmaker, online lottery or online casino licence.

Visible licence evidence

An online gambling licensee must display its licence on the online platform. Atlas still requires an exact operator or domain match before labelling a brand licensed.

Player safeguards

Players must have a registered account and provide proof of age. Operators must prevent child registration and may not advance credit, allow credit cards or cover a player’s third-party costs.

Foreign operators and disputes

A foreign operator serving Kenya must be registered in Kenya, maintain a Kenyan physical address and hold a licence. Online-gambling disputes may be appealed to the Tribunal within 14 days.
