Online gambling in Kenya

Authority and licensing framework

The Gambling Control Act 2025 established the GRA as successor to the BCLB. Section 67 and the published Licensing Regulations identify online bookmaker, online lottery and online casino licence classes. Framework permission does not establish an individual operator's licence, product or domain.

Published licensing transition

The published Licensing Regulations contain a 60-day transition for licences granted under the repealed framework and a process for applications under the new Act. This general provision does not establish a successor licence or current validity dates for any of the five selected Atlas relationships.

Register integrity and period require confirmation

The retrieved GRA table still states 2025/26. It retains three historical brand-entity rows but contains unrelated links and inconsistent domain targets; the SportyBet text and its linked hostname differ. Atlas cannot use this version to certify current permission, successor terms or current absence. The five relationships were archived outside the current dataset on 4 October 2026, with their 3 August evidence dates and commercial holds preserved. This is not a revocation, suspension or illegality finding.

Registered accounts, age and credit

The Act requires registered online accounts and proof of majority and protects children from registration. Sections 72 and 74 restrict credit, credit-card use and paying a player's third-party costs, while preserving the stated free-bet and bonus-bet exception in the normal course of business. The exception is not unrestricted consumer credit.

Approved domains and account activation

The published Conduct Regulations require approved website domains, monitoring and segregation of player funds. Their online-account provisions require identity, location and age checks before activation and deposit. An older brand match is not proof that a current consumer domain or account process meets these conditions.

Foreign-facing permission is a separate regime

The Foreign-Based Operators Regulations made under section 79(4) address operations targeting markets outside Kenya. Regulation 7 requires exclusion of people residing in Kenya. A record under that regime therefore cannot be used as proof of permission to serve the domestic market.

Online-gambling dispute route

Section 80 of the Act provides a 14-day appeal route to the Tribunal for online-gambling disputes. Keep that route separate from appeals against administrative licensing decisions; it does not guarantee recovery of funds.

Dated application transition notice

The GRA notice of 18 August 2026 states that existing licence validity was varied to 24 September 2026 and announces applications through the official portal. This is a dated general transition notice, not proof that a selected operator received a successor licence. Later proceedings or decisions must be checked before drawing a current-validity conclusion.

Interim fee proceedings do not license operators

The reviewed 7 and 21 August 2026 High Court decisions address interim fee and capital issues and application processing, including an undertaking to refund sums later found unjustified. They do not establish current permission for the five selected operators or the final merits outcome. Atlas did not locate the later outcome listed for 2 October; that search result does not establish that no decision was made.

Published complaints route, with legacy page text

Atlas now links to the Complaint Handling Mechanism page from the official menu, instead of the former contact-us URL that returned 404. The published instructions still contain BCLB wording and a literal form shortcode. Atlas records the route and instructions, but has not verified an online submission or delivery and does not promise fund recovery.
