Peru licensed betting sites: how to check MINCETUR records

The short answer: match the exact domain and both product rows

Peru has a national framework for remote games and remote sports betting, administered by the Ministry of Foreign Trade and Tourism through the DGJCMT. The useful question is therefore not whether a familiar brand operates somewhere in Latin America. It is whether MINCETUR currently connects a named legal entity to the exact website and activity being offered to a player in Peru.

The official holder service makes that distinction visible. On 31 August 2026 it returned 96 records. Of those, 88 were marked VIGENTE and mapped to 47 unique consumer domains. The remaining eight rows covered four domains with a temporary-suspension status and a displayed end date. A site list that copies all 96 rows without reading the status column would mix current and suspended records.

Why 88 current records do not mean 88 licensed websites

MINCETUR records the authorised activity as well as the domain. A platform that offers both remote casino games and remote sports betting commonly appears twice: once as JUEGOS and once as APUESTAS DEPORTIVAS. Bet365.pe, Betano.pe, Betsson.pe and the other examples in the table all followed that two-row pattern when checked.

That is why the Atlas reports 47 current consumer domains, not 88 operators. Even 47 is a domain count rather than a legal-entity count. SFTG Limited, for example, appears behind both betsson.pe and betsafe.pe. Counting brands, domains, entities, authorisation rows or software platforms produces five different answers to five different questions.

Read the holder register from left to right

For a consumer-facing licence check, start in the Titulares de autorización de explotación register. Record the company name, registration number, directoral resolution, resolution date, domain, authorised activity and current status. Do not stop after finding a similar company or a familiar word in the domain.

The domain must match exactly. A current entry for www.stake.pe does not support stake.com, and a record for www.bet365.pe does not automatically cover another country domain or mobile application. Likewise, a JUEGOS row does not by itself prove APUESTAS DEPORTIVAS permission. If both products are offered, both branches need evidence.

The technology-platform register answers a different question

MINCETUR also publishes a separate register of authorised and homologated technology platforms. Its fields describe the registered platform, manufacturer, software version, certification laboratory, resolution and date. The register still contained 184 platform records when Atlas queried it on 24 August 2026. That figure must not be presented as 184 betting sites or licence holders.

The distinction is practical. The holder record for betano.pe names Kaizen Gaming Peru S.A.C.; the technology register separately contains Kaizen Ariadne and Kaizen iGaming records under Kaizen Gaming International Limited. For bet365, the consumer-domain holder is Hillside (Gibraltar Sports) LP while the registered technology entry names Hillside (Technology) Limited. Both layers matter, but they are not interchangeable.

What VIGENTE and temporary suspension mean for a check today

A current VIGENTE row is positive evidence for the named entity, domain and activity on the day of the query. It is not a permanent endorsement, a statement about every product on the site or a guarantee that an individual account can be opened. Identity, location, payment, responsible-gambling and platform terms still apply separately.

Temporary suspension needs equal care. On 31 August the service displayed two suspended rows for bacanbet.pe through 28 November, two for bonanzabet.pe through 30 September, two for betmaster.pe through 27 September and two for inbet.pe through 13 October and 1 November. Both pe.aciertala.com product rows remained VIGENTE. Atlas does not convert a temporary status into a permanent-illegality claim.

The legal framework behind the two-register model

Law No. 31557, amended by Law No. 31806, and the regulation approved by Supreme Decree No. 005-2023-MINCETUR establish the national system. MINCETUR describes the DGJCMT as the authority responsible for administrative regulation, authorisation, supervision and enforcement for remote games and remote sports betting.

The operating-authorisation procedure is open to Peruvian companies, foreign companies with a Peruvian branch and foreign companies without one. The authorisation to exploit a technology platform lasts six years and can be renewed. Homologation of the underlying technology platform is a separate technical procedure, supported by an authorised laboratory certificate, with a two-year renewable term.

A reproducible MINCETUR verification workflow

Begin with the website actually being used, including its full hostname. Search the holder register by domain, then copy every matching row rather than the first result. Separate JUEGOS from APUESTAS DEPORTIVAS and preserve the status exactly as displayed. Next, record the legal entity, registration number, resolution and check date.

If the decision depends on the technology layer, move to the platform register and match the platform name, manufacturer, version and resolution. Do not infer that a software manufacturer is the consumer operator. Finally, repeat the check close to publication, onboarding, advertising or commercial placement because a live status can change.

  • Capture the exact domain, including country-specific suffixes.
  • Match each offered product to its own current authorisation row.
  • Keep the legal holder separate from the brand and software manufacturer.
  • Record VIGENTE or the full temporary-suspension label without paraphrasing it into a stronger claim.
  • Save the registration number, resolution, source URL and verification date.
  • Use not listed or unresolved when the evidence chain is incomplete.

Common mistakes that produce an unreliable legal-sites list

The easiest mistake is to count rows and call the result operators. The next is to group two domains under one brand while losing the authorised entity. A third is to cite a technology-platform record as if it were an operating authorisation. Each shortcut removes a layer that MINCETUR deliberately publishes.

Search visibility creates another trap. A site can rank for Peru-facing terms or load from a Peruvian connection without appearing as VIGENTE in the official service. Conversely, absence from a copied third-party list is not proof of an offence. The live positive register, current status and any specific enforcement decision carry more weight than search results or marketing claims.

Original Atlas analysis: status is more volatile than the headline count

Between the 29 and 31 August checks, the total moved from 97 to 96 records, VIGENTE moved from 90 to 88, normalised current domains moved from 49 to 47 and suspended rows moved from seven to eight while suspended domains remained four. MINCETUR's live service does not publish a change log, so Atlas records the dated result without inventing a legal cause for the movement. A monitor that watches only one headline count would have missed the wider status change.

The platform register tells a similar story at another layer. Recent 2026 entries and modifications include updated versions for established technology suppliers and platforms. A one-time brand list cannot capture that versioned technical record. For compliance-grade research, the minimum durable unit is a dated chain: jurisdiction, holder, domain, activity, status, platform and source.
