Check Philippine gambling sites across PAGCOR’s GSA register, casino list and Guarantee page without confusing brands, domains or product status.

The short answer

  • PAGCOR’s 27 August GSA file ends at entry 59. That is a count of Gaming System Administrator entries, not 59 websites, brands or standalone operators.
  • The separate licensed-casino file contains 11 numbered entries and records a different licensing route, so it cannot be added to the GSA total.
  • Atlas counted 74 visible labels but 73 normalised destinations on PAGCOR Guarantee; Arena Plus and Arena Plus Sportsbook point to the same destination.
  • Every Betano product in GSA entry 28 is marked as not yet commercially commenced, and Betano was absent from Guarantee on 8 September.

Unstarred means the offering is not marked by PAGCOR’s not-yet-commenced symbol in the dated PDF. It does not mean Atlas opened an account or tested geolocation, payments, withdrawals or service.

The short answer: check the record, not the logo

A Philippine gambling-site check needs more than a PAGCOR badge. The defensible chain is the official record, named administrator or casino licensee, consumer brand, exact domain, product and current commercial-status marker. If one field does not match, the result is incomplete.

PAGCOR exposes that evidence through separate records. The GSA file covers Gaming System Administrators, registered brands, product types and domains. A second file covers online brands and domains connected to licensed casinos. PAGCOR Guarantee is the simpler consumer directory. The three surfaces overlap, but they are not interchangeable.

Three official surfaces, three different denominators

The current GSA PDF is dated 27 August 2026 and ends at administrator entry 59. The licensed-casino PDF, also dated 27 August, ends at entry 11. On 8 September, Atlas counted 74 visible labels and 73 normalised destinations on PAGCOR Guarantee.

Those figures answer different questions. One GSA entry can contain several offerings, subbrands and URLs. One casino entry can contain several product suites and domains. Guarantee can give two labels to one destination, as it does with Arena Plus and Arena Plus Sportsbook. Adding the totals would not produce a meaningful count of legal sites or operators.

What a GSA entry actually proves

PAGCOR’s Electronic Gaming Licensing Department says it accredits service providers, evaluates platforms and games, and licenses gaming-venue operations. The GSA file records a more specific relationship: an administrator, its registered brand structure, domains and the games attached to those records.

GGPoker is a clean example. Entry 19 names Good Games Solutions Pilipinas Inc., GGPoker, ggpoker.ph and online poker games. That supports the stated entity-brand-domain-product relationship. It does not automatically support another GG-branded domain, a casino product or a corporate affiliate absent from the row.

Active rows still need product-level reading

Several current records mix product types, brands and URLs. OKBet’s entry has unstarred eCasino, eBingo, sports-betting, specialty and numeric offerings, while its traditional-bingo and online-poker offerings are starred. SportsPlus has unstarred casino, bingo, sports and poker products but a starred specialty-games line.

The unit of verification is therefore smaller than the brand. A correct brand and domain match can still leave one requested product outside the current unstarred evidence. Report the product shown in the row instead of converting a partial match into an all-products licence claim.

Betano shows why the asterisk cannot be ignored

GSA entry 28 names Kaizen Gaming Philippines Inc., Betano and betano.ph. Every one of its seven listed offerings is marked with an asterisk. PAGCOR’s note defines that mark as a game offering that has yet to commence commercial operations.

Betano also did not appear among the Guarantee labels checked on 8 September. Together, those facts support a narrow result: PAGCOR has registered the entity, brand, domain and proposed products, but the dated GSA record does not show them as commercially commenced and Guarantee does not present Betano as a current destination.

Licensed casinos use a separate record

The licensed-casino PDF is organised around integrated resorts, game suites, main brands, subbrands and approved domains. Its 11 numbered entries must remain separate from the 59 GSA entries.

Midori’s entry separates slots and live gaming across midoricasino.com and midori-online.com. Okada’s entry joins Tiger Resort, Leisure and Entertainment Inc. to Okada Online, the Okada Play subbrand, okadaonlinecasino.com and listed baccarat, roulette and slots products. Neither example is improved by replacing those fields with a generic PAGCOR-licensed label.

The Solaire domain conflict remains unresolved

The licensed-casino file names Bloomberry Resorts and Hotels Inc., Solaire Online and solaireonline.com. It lists live baccarat, slots, electronic table games and virtual games. The live Guarantee page instead links its Solaire Online label to solaireonlinecasino.com.

Both are current official PAGCOR surfaces, but they do not identify the same consumer domain. Atlas can preserve the entity, brand and product evidence while holding the exclusive-domain claim open. Redirect behaviour, similar branding or an assumed corporate connection would not resolve a conflict between two official records.

PAGCOR Guarantee is useful, but it is not a flat licence table

Guarantee is the quickest consumer check because its links are grouped by game category and lead to named destinations. It confirms useful matches such as GG Poker, OK Bet and Arena Plus. It also exposes naming differences: HANN ONLINE in the GSA file appears as HANN Casino Resort on Guarantee, while S5 Arena is shortened to S5.

Atlas counted 74 visible labels but only 73 normalised destinations. The difference comes from Arena Plus and Arena Plus Sportsbook sharing arenaplus.ph. Guarantee labels are not a count of distinct sites, entities or licences. Unlike the PDFs, the page does not display a snapshot date, so every check needs its own verification date.

A venue licence is not GSA accreditation or a POGO licence

PAGCOR publishes another document for gaming-venue operations, dated 31 August 2026. Its caution says those entities operate domestic land-based venues offering approved game types and are not licensed to conduct offshore gaming operations or POGO activity.

That list answers a venue question. It does not replace the GSA file for an administrator-brand-domain check, and a GSA accreditation does not establish that an entity holds every venue licence. Evidence from one list cannot safely be used for a different regulatory category.

A repeatable PAGCOR verification workflow

Start with the exact activity: sports betting, eCasino, bingo, poker or another listed game. Search the relevant dated PDF for the full domain and brand, then record the administrator or casino licensee in the same entry. Read the offering column and check every asterisk before treating a product as commercially commenced.

Cross-check the result on Guarantee, but retain the PDF’s fuller entity and product structure. Save the source date and your own check date. If Guarantee and a PDF disagree, record both values and hold the disputed field rather than guessing.

  • Define the jurisdiction and exact product.
  • Choose the GSA or licensed-casino record.
  • Match the complete legal entity, brand and relevant subbrand.
  • Compare the full domain character by character.
  • Confirm the product and whether its row is starred.
  • Cross-check the live Guarantee destination.
  • Record the source date, check date and any conflict.

What not listed means, and where help sits

If a brand or domain is absent, the supported statement is that it was not found in the PAGCOR records checked on that date. Search both PDFs, Guarantee, the legal entity and likely brand variants first. PokerStars, for example, was not found in the two brand snapshots or Guarantee checked by Atlas; that cannot be rewritten as a global illegality judgment.

PAGCOR says Guarantee helps the public check an online provider and that licensed play provides a dispute-resolution route. Its contact page identifies the Electronic Gaming Licensing Department, while responsible-gaming pages provide self- and family-exclusion routes. Gambling is restricted to people aged 21 or older. A register match is not a recommendation or proof that payments, service or safeguards were tested.

Frequently asked questions

How do I check a site? Match the exact domain, brand, legal administrator or casino licensee, product and status in the appropriate PAGCOR PDF, then cross-check the destination on Guarantee. A logo alone is insufficient.

Does GSA entry 59 mean there are 59 legal sites? No. The file has 59 numbered administrator entries, each of which can contain several brands, products and URLs.

Is Betano live in the Philippines? The 27 August GSA file lists Kaizen, Betano and betano.ph, but all seven offerings are starred as not commercially commenced. Betano was also absent from Guarantee on 8 September.

Which Solaire domain is official? The casino PDF says solaireonline.com; Guarantee links solaireonlinecasino.com. Until PAGCOR reconciles them, both values should be shown and neither declared exclusive.

Is a site illegal if it is missing from Guarantee? Absence is a reason not to infer authorisation, but not enough for a broad illegality claim. Check the two PDFs, entity and domain variants, then keep the conclusion source- and date-specific.
