Is online gambling legal in Poland?
Poland has a mixed online market. The Ministry of Finance publishes a list of legal internet-betting entities and their domains. Online casino games sit in a state-monopoly route, while lotteries have their own entries. A reader checking a site needs to establish which of those routes applies before making a broad claim about legality.
The practical order is simple: record the exact domain, find the named legal entity on the Ministry list, identify the product category, then use the public blocked-domain register as a separate check. This guide explains the limits of each step. It does not rank bookmakers or promise that a listed service is suitable for every player.

The Ministry's Legalny hazard page was at version 103, dated 24 August 2026, when Atlas rechecked it on 7 September. Its betting table contains 17 entity rows. Each joins a legal business name to the domain it is allowed to use for that Polish betting service.
That makes the list more useful than a brand search. STS S.A. appears with sts.pl; BEM Operations Limited, acting through its Polish representative, appears with betclic.pl; and SUPERBET Zakłady Bukmacherskie Sp. z o.o. appears with superbet.pl. Those are examples of the record structure, not a recommendation or a complete brand directory.
Why the 17-row figure is not a count of all gambling brands
The table counts listed betting entities. One entity can trade through a brand that differs from its registered name, and the Ministry's page is a current administrative list rather than a measure of every marketing name a consumer may see.
The correct claim is therefore narrow: the page listed 17 authorised internet-betting entities on the check date. It does not prove that there are 17 gambling brands, 17 casinos, or 17 identical sets of permissions. A fresh check matters whenever an entity or domain changes.
Keep betting separate from the online-casino monopoly
The same Ministry page puts online casino, number games and money lotteries in a different table. It names Totalizator Sportowy Sp. z o.o. for totalcasino.pl, lotto.pl and gierki.pl. These are three product-and-domain rows for the same entity, not three separate online-casino operators.
The Ministry's consumer warning is equally specific: betting can be organised by bookmakers with Polish permission, while the only legally operating online casino is run by Totalizator Sportowy. A foreign regulator's licence does not itself legalise a gambling service in Poland.
Step 1: capture the exact hostname
Copy the host the player actually uses, without assuming that a global .com page and a local .pl page have the same Polish status. Then compare that hostname with the domain printed by the Ministry beside the legal entity.
If a website redirects, preserve the starting and final hostnames. A brand name by itself is not enough, especially where a group operates different products and local entities across markets.
Step 2: match the legal entity and product
Open the corresponding Ministry row and record the company name exactly. Where the table provides a KRS number or a Polish representative, keep that detail with the result. It stops a conclusion about one group company being silently transferred to another.
Then state the product that the row supports. A betting-table match supports the listed betting route. It does not by itself create online-casino, poker or lottery permission. Conversely, a Totalizator Sportowy casino row should not be described as a licence held by every product or site connected with the group.

Step 3: use the blocked-domain register as a different signal
Poland's public register of domains used for gambling contrary to the Act is a negative, domain-level record. The Ministry says an entry requires internet-access providers to block access within 48 hours and requires payment providers to stop serving the named website within 30 days.
A blocked-domain match is meaningful for that hostname, but it does not identify a corporate owner unless the authority does so. Equally, absence from the block list does not establish positive permission. The safer conclusion uses both records: the positive Ministry list for the legal route, and the separate register for any negative domain result.
What does not prove a Polish permission
The Ministry warns readers not to treat Polish-language design, an overseas licence, payment assurances or an appearance in an international ranking as proof that a service is legal in Poland. Those features can be commercially relevant, but they do not replace the Polish entity-and-domain record.
The same caution applies to search snippets and affiliate lists. They can help find a domain, but they are not the authority that determines whether the domain and product match a current Polish permission.
How to record a no-match result
Search the domain first and then the legal name disclosed in the site's terms. If neither appears in the current table, record a limited finding: the named entity or domain was not found on the Ministry list consulted on the stated date. Check the exact hostname in the blocked-domain register separately.
Do not turn a no-match into a worldwide allegation, or assume that a relation in another country answers the Polish question. The useful result is reproducible: source, entity, hostname, product, date and the scope of what was and was not found.
A short checklist before relying on a claim
For an ordinary consumer check, the result should fit on one line: named entity, exact domain, stated product route and date checked. For research or compliance work, retain a screenshot or saved source record and note any redirect, different trading name or unresolved domain variation.
