Ireland opened its new betting licence portal - an application is not yet permission to trade

Ireland's Gambling Regulatory Authority opened its operator portal for remote betting, remote betting intermediary and in-person betting applications on 9 February 2026. These are the first categories in a phased licensing programme.

The list matters because a general statement that Irish gambling licences are open would be too broad. Gaming, B2B and charitable categories can follow different timetables and requirements.

Portal registration allows a prospective operator to submit information. It does not authorise the business or predict the outcome. The GRAI says applications will be checked centrally before a grant or refusal.

Until an official register shows an issued licence, marketing language such as licensed, approved or regulated needs caution. An applicant can accurately describe its procedural stage without borrowing the status of a successful licensee.

The regulator says prospective licensees must be fit and proper, capable of providing the gambling activity and able to fund winnings. It also expects winnings to be funded from lawful activity.

Those requirements connect corporate identity, beneficial ownership, financial resources and operational delivery. A polished consumer site cannot compensate for unclear control, unreliable funding or a record that prevents the regulator from testing the people behind the application.

The ministerial order did more than unlock forms. The GRAI says it also commenced elements of the Act supporting enforcement and complaints under the new framework.

That does not mean every consumer dispute immediately becomes a regulatory case or every provision applies to every business on day one. Commencement and licensing remain phased, so the applicable date and licence category need checking separately.

Application announcements show demand only when the regulator publishes counts, and market entry only when licences are actually issued. The first official register will let consumers, suppliers and affiliates verify legal status without relying on operator claims.

Suppliers need the same discipline. A payment firm, software company or affiliate should record whether its counterparty is an applicant, a transitional operator or a granted licensee and which products the status covers. One Irish licence label may conceal important category limits.

Consumers also need a clean verification path. Brand familiarity, a local domain or an application reference cannot replace the regulator's issued-licence record. The date a licence begins may matter as much as the date it is announced, particularly where legacy permissions are moving into a new system.

For the regulator, the first decisions will test capacity as well as policy. Suitability checks involving owners, funding and operational controls take time, and inconsistent requests can slow both strong and weak applications. Published guidance and decision reasons will show how predictable the process becomes.

For now, Ireland has crossed a concrete threshold: the authority can receive and assess its first betting applications. The next headline belongs to the decisions, not to the login screen.
