The short answer

  • Match the exact website, named organiser and game category in the NRA whitelist. A familiar brand name or a working website leaves those checks unanswered.
  • The complete PDF linked by the NRA on 29 October 2026 contains 60 product rows for 30 domains and 30 published organiser names. Its landing page and filename are dated 11 September 2026; the table itself gives no separate as-of date.
  • The 60 rows divide into 28 online-casino entries, 26 sports and horse/dog-racing betting entries, four random-event/fact betting entries, one bingo entry and one TOTO 2 entry.
  • The PDF supplies organiser details and exact website strings, but no licence numbers, expiry dates or row-level status dates. Those missing fields limit any claim about permission on a later date.
  • Use the separate unlicensed-site route for enforcement questions. A name missing from this saved whitelist is an unresolved result until current official evidence supports a stronger conclusion.

What the 60 whitelist rows cover

Atlas count of the complete 11-page NRA file dated 11 September 2026, retrieved on 29 October. Each row links one published website and organiser to one game category.

Categories overlap by domain. Adding the domain counts gives 60 product entries, not 60 separate websites. The file contains 30 distinct published domains. Counts describe this dated document, not a newly issued October market census.

Start with the exact domain and the product

To check a Bulgarian gambling website, open the National Revenue Agency's licensed-site list, find the exact website string and read the organiser and game type on the same row. Keep separate records when a domain appears more than once. The NRA's English guidance says that a licence covers the game expressly specified in it and that each game type needs a separate licence.

Atlas recovered the full PDF on 29 October 2026 after an earlier attempt could read only its landing page. The document has three columns: website address, organiser details and type of gambling game. Its 60 rows are useful identity-and-product evidence, with a clear limit: the table does not publish individual licence identifiers, expiry dates or a row-by-row status history.

Evidence path

From question to defensible conclusion

1

Start with the exact domain and the product

2

Why 60 product rows become 30 domains

3

Read the organiser as published

4

Keep the game labels attached to their rows

Each step must preserve the jurisdiction, product, entity, source and review date.

Why 60 product rows become 30 domains

Atlas kept every physical table row before counting websites. There are 30 distinct website strings and 30 distinct organiser strings. These are document counts; they are not a corporate-group ownership analysis or a count of all permissions issued in Bulgaria.

Four domains appear three times: www.inbet.com, www.betano.bg, www.winbet.bg and www.bet365.com. Each has separate casino, sports/racing and random-event/fact entries. Four domains appear once: www.igra.bg, www.imperiabet.bg, www.slotino.bg and www.pokerstars.bg. The remaining 22 domains appear twice. That reconciles to 60 rows without treating repeated products as new operators.

Read the organiser as published

The www.efbet.com rows on PDF pages 2 and 3 name BROBET LIMITED alongside its Bulgarian rendering. The www.bwin.com rows on page 4 name ELECTRA WORKS EUROPE LIMITED alongside its Bulgarian rendering. Both website strings have one online-casino row and one sports/racing row. These are exact joins in the document, rather than company names inferred from a shared logo.

For www.bet365.com, pages 10 and 11 print the organiser in Bulgarian and as "Hilside (New Media Malta) PLC". The CSV preserves that spelling. Do not silently correct a published company name or substitute another group entity. A company-registration identifier, labelled EIK in the source, is retained where the table supplies one; a blank EIK means the table did not supply it.

Keep the game labels attached to their rows

The www.igra.bg entry on page 3 is online bingo. The same page gives www.toto.bg one TOTO 2 row and a separate sports/racing row. Reclassifying both as generic casino permissions would lose information that the NRA actually publishes.

The www.pokerstars.bg row on page 9 uses the online-casino category. The whitelist does not split that row into a separate poker permission, and this guide does not add one. Read the category as published and obtain the underlying licence or current NRA clarification when a decision needs more detailed game scope.

Separate the file date from the check date

The landing page displays 11 September 2026, the PDF filename contains 11.09.2026 and the PDF metadata records a creation date on that day. The table itself does not state a separate effective date. Atlas fetched all 11 pages on 29 October 2026. The later retrieval shows which file the official page linked at that check; it does not turn September rows into decisions made in October.

Use a finding such as "listed in the NRA file dated 11 September, retrieved 29 October" when that is all the evidence establishes. For a transaction, contract or other decision requiring present permission, seek the underlying licence, later amendment or current confirmation. The absence of expiry fields must not be converted into an unlimited term.

Match the exact website, named organiser and game category in the NRA whitelist. A familiar brand name or a working website leaves those checks unanswered.

The complete PDF linked by the NRA on 29 October 2026 contains 60 product rows for 30 domains and 30 published organiser names. Its landing page and filename are dated 11 September 2026; the table itself gives no separate as-of date.

The 60 rows divide into 28 online-casino entries, 26 sports and horse/dog-racing betting entries, four random-event/fact betting entries, one bingo entry and one TOTO 2 entry.

The visual summary does not replace the linked regulator records below.

Repeat the website check with a short evidence record

Keep the search result reproducible. A colleague should be able to reach the same row and see exactly which part of the conclusion still needs evidence.

  • Copy the full hostname and name the product being checked. Preserve the source's www prefix and suffix instead of replacing the listed address with a similar domain.
  • Open the NRA landing page and follow its whitelist link. Record the page date, file name and retrieval date separately.
  • Search the complete PDF for the exact website, then read every matching row with its organiser and game category.
  • Save the PDF page and the original organiser spelling. Preserve EIK where supplied; leave missing licence identifiers and expiry fields unresolved.
  • Compare a changed hostname, entity or product against fresh official evidence. A redirect or similar brand name does not provide that missing link.
  • Record an incomplete or missing match as a dated unresolved result. Do not label a site illegal solely because a search of this saved document returned nothing.

Keep the licensed-site and enforcement routes separate

The NRA's English online-gambling page links separately to the licensed-site list and the list of websites operated without a valid licence under Bulgarian law. Those sources answer different questions. A whitelist row supports a published organiser-domain-product match; an enforcement entry needs its own exact-domain record and date.

Atlas did not extract or reconcile the complete enforcement list for this guide. There is no claim that these 30 domains exhaust every current permission, that a missing domain appears on the enforcement list, or that access to a website proves authorisation. Use the NRA's current records for an enforcement conclusion.

Download the complete extract and reproduce the counts

The CSV preserves all 60 rows in PDF page order. It includes the original website, organiser and Bulgarian game label, an Atlas English translation, any displayed EIK, PDF page, publication date, retrieval date and source URL. It explicitly records that this whitelist does not supply licence numbers or expiry dates.

Count the data rows for 60, deduplicate domain_as_published for 30, then group by game_type_code to reproduce the five-category table. Keep the original Bulgarian label when comparing a translation or reusing the extract. The CSV is an Atlas transcription and analysis of a regulator document, not a live feed or a substitute for the official file.

Method, limits and next review

Atlas downloaded the complete 301,664-byte PDF from the official NRA resource, extracted all 11 pages and used the three column positions to retain the website-organiser-product join. The file's SHA-256 is b7dc5ab65d93422ef3a8472c6e2930f2e307d54e993901562d335071a7fc9d82. English game labels are Atlas translations; the original labels remain in the CSV.

This work did not test account registration, location controls, deposits, withdrawals, games or service quality. It does not rank the listed websites or recommend gambling. Publication of an identifier is not a technical test that a site is genuine, secure or currently accepting a particular user.

Atlas Editorial Engine owns maintenance of this guide. Recheck by 28 November 2026, and sooner if the NRA changes the linked file, publishes a licence amendment or an exact-domain discrepancy is reported. A failed download leaves the last document date in place and creates a source-access gap; it does not renew the evidence. The current official record controls if it differs from this extract.
