The short answer: check the Italian domain, not only the brand
A gambling site can be treated as authorised evidence for the Italian remote market only when the relevant relationship is supported by the Agenzia delle Dogane e dei Monopoli. As checked on 12 August 2026, the ADM public list identifies an authorised website beside a concession code and the legal concessionaire. A search for a brand alone skips two of those fields.
For example, the current list connects www.bet365.it to concession 16030 and Hillside (New Media Malta) Plc. It connects www.pokerstars.it to concession 16023 and TSG Italy Srl. The consumer names are familiar, but neither brand name is the complete legal record. The practical check is the whole chain: Italy, legal entity, concession code and exact domain.

The ADM page is titled Elenco dei concessionari autorizzati al gioco a distanza: list of concessionaires authorised for remote gambling. Its visible fields provide a concession identifier, the concessionaire name and the website through which the relationship is presented. That makes it a strong first-party source for confirming that a specific Italian consumer domain is attached to a named concessionaire on the date checked.
The page does not turn a marketing label into a legal entity, and the compact row should not be stretched beyond the fields it shows. In particular, the presence of a domain does not, on its own, document every game vertical, app, subdomain or product marketed by the wider international group. A precise statement should quote the relationship actually visible in the record.
Concessionaire, concession, brand and domain are different units
The concessionaire is the legal person named by ADM. The concession code identifies a regulatory record. The brand is the consumer-facing name. The domain is the address a player visits. They may resemble one another, but they are not interchangeable database fields.
Sisal is a relatively intuitive example because the brand and company name remain recognisable: Sisal Italia S.p.a. is shown with www.sisal.it. Bet365 is less intuitive because Hillside (New Media Malta) Plc is the named concessionaire. PokerStars is connected to TSG Italy Srl. A licence check that records only Bet365 or PokerStars cannot be reproduced against the register without the entity and domain.
One company can sit behind several Italian domains
The current register also shows why counting brands, domains, entities and concession codes produces different totals. Eurobet Italia S.r.l. appears with eurobet.it and also with bwin.it under separate concession codes. GBO Italy appears with goldbet.it and lottomatica.it. Other current records similarly connect one legal organisation to more than one consumer address.
This is not a technical footnote. A list that deduplicates by entity answers how many concessionaires it has observed. A list that counts register rows answers how many concession-code relationships it has observed. A consumer directory may instead count brands or domains. Atlas keeps those grains separate so a plausible number does not become a false market statistic.
Original Atlas analysis: the ADM list is a relationship map, not a brand ranking
The useful data model behind the register is a set of relationships: jurisdiction to concession, concession to entity and record to domain. Brands can then be mapped as a separate editorial layer. This explains why an operator profile and an official ADM row may use different names without necessarily conflicting.
It also exposes where a review is needed. The Atlas relation layer contained several historic company labels while the current ADM rows named newer or different concessionaires. The 12 August 2026 audit reconciled those labels against the live ADM rows instead of silently carrying the older names into this guide.
Why the summary row is not a complete product permission
ADM's games FAQ explains the national framework and lists several forms of remote gambling, including betting, horse-racing games, skill games, player-to-player fixed-odds betting, bingo, number games and lotteries. It also states that remote gambling is a state reserve that can be exercised only by qualified concession holders under the applicable rules.
That framework does not mean every listed concessionaire offers or is authorised for every listed product. The concise concessionaire table used in this guide does not expose a product-by-product permission column. Product claims should therefore be supported by the relevant concession, game or collection-channel evidence rather than inferred from the brand's navigation menu or from its activity in another country.
A reproducible ADM domain check
Begin with the exact address in the browser, including the top-level domain. Open the current ADM authorised-concessionaire list and find that domain. In the same row, capture the legal concessionaire and concession code. Then compare those fields with the operator's legal disclosure and with any product-specific evidence required for the activity being checked.
Record the date because the register is live regulatory evidence. If the brand is familiar but the domain differs, do not borrow the Italian authorisation for an international, mirror or lookalike site. If the entity matches but the domain does not, the entity match alone is incomplete.
- Define the jurisdiction as Italy and name the exact product under review.
- Copy the full consumer domain from the browser address bar.
- Find the same domain in ADM's authorised remote-gaming list.
- Record the concession code and legal concessionaire from that row.
- Verify product scope separately when the summary record does not show it.
- Save the verification date and keep unresolved fields explicitly unresolved.

The blocked-site list is a separate enforcement dataset
ADM publishes a separate page for gambling websites subject to access blocking. The authority describes the measure as part of its action against fraud and illegal online gambling under article 102 of Decree-Law 104/2020. The official page says the list was updated on 10 July 2026 and valid from 27 July 2026; it also describes the redirect method used since April 2026.
That enforcement list should not be merged casually with the concessionaire directory. The authorised list supplies positive evidence for the relationships it displays. The blocked list supplies evidence about sites in a specific enforcement process. Failure to find a domain in the first list is not proof that it appears in the second, and failure to see it in the blocked list is not proof of authorisation.
What not found should mean
A not-found result should be written narrowly: the searched domain was not located in the ADM authorised remote-gaming list on the stated date. That is materially different from declaring a multinational group illegal everywhere, or even from asserting that every service associated with the brand is unlawful in Italy.
Possible explanations include a spelling difference, a changed domain, a relationship recorded under another consumer address or a genuinely unsupported Italian offer. The correct next step is to inspect the exact legal disclosure, current ADM records and any relevant enforcement material. Uncertainty belongs in the result when the evidence chain is incomplete.
