Lithuania legal gambling sites: how to read the LPT journal

Use Lithuania’s current LPT journal to match 10 permit holders to 22 exact domains while keeping licences, devices, platforms and product scope separate.

The short answer

  • The current LPT journal contains 10 numbered permit holders, 22 listed domains, 400 remote-gambling devices and 10 platforms. Those are four different denominators.
  • Six of the 10 holders account for 18 of the 22 domain strings, so holder, brand and website counts cannot be used interchangeably.
  • Every row uses the broad label Nuotoliniai lošimai, or remote gambling. The journal does not assign sportsbook, casino, poker or bingo permissions by domain.
  • The separate four-row licence journal is older and structurally different. It is not evidence that Lithuania has only four current remote-gambling businesses.
  • A missing positive match is not proof of illegality. The permit journal, website checker and separate blacklist answer different questions.

The totals row reports 400 devices and 10 platforms. Inclusion in the dated journal proves a numbered permit-holder record; the page has no separate active-status field and does not allocate product permissions by row.

Start with the journal dated 7 September

The most useful Lithuanian source is the live remote-gambling permit journal published by the Gaming Control Authority, or LPT. Its 7 September 2026 edition identifies the permit holder, company code, address, listed domains, permit and amendment references, device inventory and platform identifier for each numbered row.

The English mirror is not a translation of that current snapshot. It was last updated in November 2023, reports 382 devices and retains older permit or amendment details. A current check should use the Lithuanian page and preserve the printed values even where a field appears unusual.

Four totals answer four different questions

The current page contains 10 holders, 22 domain strings, 400 devices and 10 platforms. Ten is a legal-entity row count. Twenty-two is the number of website strings published across those rows. Four hundred is the sum of the device quantities, while 10 is the platform total, with one platform entry per holder in this snapshot.

None of those totals counts products, players or necessarily consumer brands. A single holder may publish several domains, and several brands may sit under one entity. Betsafe and Betsson, for example, appear as four domains under UAB Lošimų strateginė grupė and the same permit.

The ledger connects an exact domain to its permit holder

A useful licence check should retain at least four values: the exact hostname, legal entity, permit number and evidence date. Searching only for a familiar brand leaves room for error because the journal is organised by holder and can group several websites in one row.

The table above reproduces all 10 current rows and all 22 domain strings. It does not silently collapse .lt, .com and .ru addresses into one brand. A match for one published hostname supports that hostname and holder relationship; it does not automatically extend to every similar address owned or marketed by the same group.

Multiple domains explain why published list totals disagree

Six holders publish more than one domain, and those six rows contain 18 of the journal’s 22 website strings. The suffix split is 15 .lt, five .com and two .ru domains. A Lithuanian suffix is common, but it is not a standalone licence test because the regulator also publishes non-.lt addresses.

UAB Lošimų strateginė grupė has 72 devices and UAB Amber Gaming has 67. Together that is 139 of 400, or 34.75% of the displayed device inventory. It is not market share: the journal supplies no stakes, revenue, customer or traffic denominator from which market share could be calculated.

Preserve the journal’s inconsistencies instead of repairing them

Several fields look internally inconsistent. The Tete-a-tete row carries permit 2016-DI-172, while its issue-date cell says 2016-09-21 DI-596. The Nesė row prints latest-change number 2026-DIE-11, but the adjoining date-and-order cell says 2026-07-24 DIE-271. The VSGA change number appears as 2026 DIE-164, without the usual hyphen.

Party Casino’s platform is printed as LPT PN 00008, and Amber Gaming’s registered-office text ends with Vilniu while a location cell says Vilnius. These are source-level anomalies. A careful record keeps what the authority printed, flags the conflict and waits for clarification instead of inventing a correction.

The four-row licence journal is a different record

LPT also publishes a remote-gambling page inside its licence journal. That page has four rows and was last updated on 19 September 2025. It uses licence numbers and suspension or cancellation fields, whereas the current permit journal has 10 rows, domains, devices, platforms and amendment references.

The regulator’s FAQ describes separate conditions for remote gambling: a remote-gambling licence, a permit and approved rules for the relevant game. These layers explain why a licence page and permit page need not have identical structures. They do not justify treating the four licence rows as Lithuania’s complete current operator population.

A reproducible seven-step LPT check

Begin with the hostname a person is actually being asked to use, not a logo or search-result title. If the site redirects, record both the starting and final hostnames. Then use LPT’s website-checker route and search the current permit journal for the exact domain.

For a positive match, retain the holder, permit, latest displayed amendment and journal date. Keep the journal’s broad remote-gambling label unless another official record supports a product split. If the relationship remains unresolved, consult the separate blacklist and describe only the result that source provides.

  • Copy the complete hostname, including its country suffix.
  • Use the official LPT website-checker route.
  • Find the exact domain in the current permit journal.
  • Record the holder, permit, amendment and evidence date.
  • Do not translate remote gambling into a product list.
  • Check the separate blacklist only as a separate negative source.
  • Write an unresolved result as not found in the LPT sources checked on 8 September 2026.

Does a listed domain prove casino, betting or poker permission?

No. Every current row uses the broad Lithuanian label Nuotoliniai lošimai, meaning remote gambling. The journal supports a remote-gambling permit relationship, but it does not allocate sportsbook, casino, poker, bingo or another product to each domain.

A product claim needs further official evidence, such as approved game rules or another product-specific LPT record. A casino page on the website, a betting advert or a brand’s activity in another country cannot fill that evidentiary gap.

Is a site illegal if it is missing from the permit journal?

A missing exact-domain match means only that the searched hostname was not found in that journal snapshot. Check spelling, www variants, redirects, the official checker and the separate blacklist before recording the result.

Use an illegality label only where LPT publishes that negative status or another authoritative decision supports it. No blacklist match is not positive licence evidence, just as no permit-journal match is not automatically proof of illegality.

Why does the separate licence journal show only four rows?

The licence and permit journals are different regulatory records with different fields and update dates. The four-row licence page was last updated in September 2025; the 10-row permit journal was updated in September 2026.

The four-row page therefore cannot be used on its own to count all current legal sites or holders. Report which journal supplied each number instead of merging the tables into a convenient but unsupported total.

What do 400 devices and 10 platforms mean?

They are technical register totals. The 400 figure is the sum of the permitted device quantities assigned across the 10 rows. The platform column contains one platform record for each holder in the current snapshot.

Neither figure measures websites, brands, popularity, customers or revenue. The wide range, from three devices for VSGA to 72 for Lošimų strateginė grupė, makes the danger clear: inventory is not a proxy for commercial importance.

What protections apply to remote gamblers in Lithuania?

The minimum age for every form of gambling, including remote gambling, has been 21 since 1 November 2025. Before remote play, a customer must set daily, weekly and monthly deposit limits, a maximum stake measure and a session-time limit. LPT also says a high-risk assessment requires notification within 30 minutes and a 48-hour suspension.

Lithuania’s self-exclusion register applies across registered Lithuanian gambling companies. The official guidance states a minimum exclusion of six months and a default of two years when no period is chosen. Advertising visibility is not licence proof: Lithuania applies separate restrictions to gambling advertising, while complaints about possible violations can be sent to LPT through its published channels.
