Regulatory and commercial responsibilities

AGCO regulates Ontario igaming and registers operators and relevant suppliers. iGaming Ontario conducts and manages the private-operator market through operating agreements and contractual oversight. iGO does not conduct or manage OLG.ca, which remains under OLG.

Market-entry dependencies and agreement access

iGO’s public entry guide separates registration, technical readiness, AML and financial submissions, systems testing and the operating agreement. Detailed agreement terms and policies require an NDA. Published step timings are estimates dependent on preparedness, not a guaranteed approval or launch timetable.

Technical approval and lifecycle monitoring

Standards 4.08 and 4.09 require Registrar approval or registered-laboratory certification for specified games, RNGs and betting-system components before use, including modifications. Monitoring and testing continue throughout system and supply lifecycles; pre-launch certification does not replace those controls.

Account validation and location controls

Standard 3.04 requires complete, accurate and validated registration information before account creation. Standard 3.02 requires location detection, ongoing checks and anti-circumvention controls, subject to its exception for schemes conducted with another provincial government.

Site and centralized self-exclusion

Standards 2.14 and 2.14.1 require site self-exclusion and participation in centralized self-exclusion. Operators must prevent centrally excluded people from creating or accessing accounts. Centralized exclusion does not remove the current site-program requirement.

Public advertising of bonuses and inducements

Standard 2.05 prohibits public advertising of inducements, bonuses and credits, including targeted and algorithmic ads. Exceptions concern the operator’s gaming site and direct marketing with active player consent. Standards 2.06 and 2.07 require offer disclosures and consent withdrawal.
