Licensed online product perimeter

The competitive licensed online market covers sports betting, horse-race betting and poker. Online casino games and betting on eSports are not authorised; online lottery products remain under the FDJ monopoly.

Five-year, category-specific approvals

An operator needs a separate ANJ approval for each online category it offers: sports betting, horse-race betting or poker. Each approval runs for five years, is renewable and cannot be transferred to another operator.

Authorised entity and domain check

The ANJ public list links each authorised legal entity to its approved consumer domain or domains and the exact product categories covered. Atlas uses that public list, not an international licence, as the controlling source for the French market check.

Mandatory player-set limits

Before using a licensed account, players set seven-day deposit and stake limits, an automatic winnings-transfer threshold and, for poker, a seven-day playing-time limit. A limit increase takes effect no earlier than 48 hours; a decrease is immediate.

National voluntary exclusion

A voluntary gambling ban blocks access to ANJ-licensed online betting and poker, casinos and account-based FDJ and PMU play. It lasts for at least three years and can be lifted only on request after that minimum period.

Operator-first dispute path

A player must first complain to the operator in writing. If the response is unsatisfactory or no response arrives within 20 days, the player can refer the dispute to the Gambling Mediator; its proposed resolution is non-binding.

After reviewing operators’ 2026 promotional strategies, the ANJ reported budget growth above 25% and asked operators not to exceed their declared budgets during the football World Cup, signalling active scrutiny of advertising pressure and vulnerable audiences.
