Online gambling in Portugal

Who can apply

Applicants must be private legal entities formed as a public limited company or equivalent, headquartered in an eligible EU/EEA state. A foreign applicant must have a branch in Portugal and meet suitability, economic, financial and technical-capacity requirements.

Product-specific licences

Portugal issues separate licences for fixed-odds sports betting, horse betting, bingo and authorised games of chance. A licence from another country is not valid in Portugal, and an operator may offer only the categories and game types stated in its SRIJ licence.

Licence term and renewal

An online-gambling licence is valid for an initial three years and may be renewed for successive three-year periods. The renewal request must be filed 90 days before the current term ends.

Bonds and 2026 fees

Applicants must provide a €500,000 bond for legal obligations and player balances plus a €100,000 bond for IEJO tax. SRIJ publishes the homologation, issuance, renewal and additional-game fees, updated on 1 March 2026.

Permitted online games

The authorised framework includes fixed-odds sports and horse betting, bingo and listed games of chance such as blackjack, slots, poker variants, roulette, baccarat and crash. New game types require Commission approval and execution rules.

Centralised self-exclusion

A self-exclusion requested through the SRIJ platform applies across every online-gambling website licensed in Portugal. An exclusion requested only on an operator website applies only to that site.
