Two-layer licence model

Non-occasional state-wide online gambling requires a general licence for the relevant modality - betting, contests or other games - plus a singular licence for each specific game offered. State lotteries remain reserved to the operators designated by law.

General licence term

DGOJ general licences are granted through a public administrative procedure and last 10 years, renewable for another 10 years. A singular licence can be requested only by an operator that already holds the corresponding general licence.

Latest technical approval

Key date: 1 Sept 2026

The newest resolution visible on 14 September was dated 1 September 2026 and records a second technical-system approval for Digital Distribution Management Ibérica, S.A. linked to its singular slot-machine licence. This is not a new operator record or permission for unrelated games.

Identity verification before unrestricted play

Operators must verify participant identity and apply documentary verification. A person whose identity has not been validated cannot gamble; withdrawals and full account functionality depend on completing the required verification.

Deposit limits and 2027 change

Key date: 25 Mar 2027

A cross-operator deposit-limit system is scheduled for 25 March 2027, with default limits of €700 per day, €1,750 per week and €3,300 per four weeks. Higher guarantee amounts take effect on 1 January 2027; other provisions have separate commencement rules.

National self-exclusion register

Before allowing access to state-wide online gambling, an operator must check the participant against the RGIAJ. Registration can be voluntary or court ordered and blocks participation in games that require the check throughout Spain.

Commercial communications

Spanish gambling communications must be identifiable and truthful and must not mislead by content, presentation or material omission. Real Decreto 958/2020 provides the channel, safer-gambling and consumer-protection framework.

Player complaint path

A player must first complain to the operator’s free customer service, available at least in Spanish. The operator has a maximum of one month to respond; after an unsatisfactory or missing response, the complaint can be escalated to the DGOJ.
